The simplest example is if you have a router at home which has an IP and you connect to it via a computer with another IP. You privet computer IP is kept inside the router and all your WAN (external) traffic holds your router IP. The second way is to connect through external proxies.
In this way you connect to a remote system (using a VPN for example) and this connection lets you connect to the net using its WAN connection. If you have a router that your internal address (IPs) are separated from your external IP and although your router IP is public, no external computer can access your internal IP (unless your router is hacked). In general you can have whatever IP you want, but it is generally true that people use the 192.168.10.x or 10.0.0.x address ranges.
In the second case only your router gets a legal address and it has a feature which translate the proper packet's IP to its destination. A Proxy or VPN or any other 'tunnel' is a computer that you send all your internet traffic to before it goes out to the internet. All it does is fake it that your computer is on the same network as the proxy computer, and not reveal your current IP address to people. This is a safer way to browse and check email when you're on public networks such as wifi hotspots where you dont know who's running the internet connection. It can also prevent your current IP from being tracked, but unfortunately the proxy/VPN computer will be tracked. There are no real trustworthy public proxy and vpn servers, as these are usually set up by an institution for their clients (ie: schools and businesses) for secure connections. A public proxy kinda defeats the purpose.
